Chico, CA 4/14/2008 Sandi Bauman with Chico Homes recently completed a luxury home marketing training course. The Institute for Luxury Home Marketing provided the Certified Luxury Home Marketing Specialist training.

The course – which covered such topics as demographics of the affluent, lifestyle segmentation, trends and amenities in today’s luxury home product, and creating a marketing plan for the multimillion dollar property – was taught by Laurie Moore-Moore, President of the Dallas-based Institute and author of the book, “Rich Buyer, Rich Seller! The Real Estate Agents’ Guide to Marketing Luxury Homes.”

“The course is a step towards earning the prestigious Certified Luxury Home Marketing Specialist (CLHMS) designation which The Institute awards internationally to sales professionals who meet performance standards in the upper-tier residential market,” said Moore-Moore. Chico Real Estate Market Report April 18, 2008

While the rest of the world continues to shroud itself in a cloak of doom and gloom, our Chico real estate market appears ready, able and willing to go to the 15th round.

All type of media ranging from the daily newspaper to “expert” fiscal commentaries on various internet news services to regional and local blog sites are all assuming the role of a sort of economic Edgar Allen Poe. I can’t speak for everyone, but I’m not just tired. I’m exhausted, wiped out and drained by all the tales of woe that doomsayers consider newsworthy.

It’s time to stop assuming that just because a home down the street went through a foreclosure that this is the end of Chico real estate as we know it. As pointed out in previous “moments”, foreclosure sales nationwide only amount to seven tenths of one percent of all the households in our country. Due to the reseting of adjustable rate loans and a subsequent inability to pay by the borrowers on these loans, the rate of foreclosures is certain to rise. But with all the government and banking industry sponsored programs to assist these troubled homeowners, any foreclosure rates increases are assured to be negligible.

Let’s look at some hard facts derived from statistical reporting by our Chico Association of Realtors. Historically, the first quarter of every year is a “seasonal” slow quarter as many sellers and buyers anticipate the brisk activity of the spring and summer housing markets. The first quarter of 2006 statistics revealed 178 residential sales in all of the Chico sectors. The average market sold price for these sales was $361,166 giving us a total volume of sales of $64,287,548. The 2006 first quarter is considered to be one of the most active quarters in local real estate history. The first quarter of 2008 showed us 162 residential sales with an average Chico sales price of $336,926. The total volume of sales for this quarter was $54,582,012.

So let’s crunch some numbers and interpret this data. Using these hard numbers, sales in the first quarter of this year lagged fifteen percent behind the first quarter two years ago. When comparing average sales prices of these quarters we see that the average sales price of this year’s quarter is down seven percent from the average sales price of the 2006 first quarter.

Ask ten economists how much prices have dropped and you’ll probably get eleven answers but these local quarterly statistics are as good an indicator of pricing as any.

So it’s time for all you woe-begone town criers to blow your noses, put down your Kleenex’s and stop using sensationally negative national news to harm our virile local economy. For years people have asked me, “Mike, how does your town survive with little or no industry.” My answer, “Inexplicably, it does”. Over thirty years ago when I started in the real estate business the nay-sayers were out there. I was told this town would never survive. But it has and it will continue to not only survive, but thrive. I’ve seen many down cycles locally, but our area like many, always pulls out of it and experiences safe and positive growth.

Before we know it, these problems will be a memory and we will remember just how great it is to live in a place like Chico, CA.

The Chico Real Estate Market: Turning the Corner?

There’s a lot of talk in the news these days about the end of the housing slump, home prices stabilizing and increases in real estate sales activity in the West. Last week while speaking at a banking conference in Tokyo, former Federal Reserve Chief and guru Alan Greenspan announced that he expects an end to the drop of U.S. home prices by early in 2009. Greenspan added that as housing inventory is reduced, “it is very likely that home prices will stabilize well before that.”

In nearby Sacramento county, an area among the highest in U.S. foreclosures, a recent survey of 1200 residents indicated that 63 percent believe that now is a good time to buy a home. The study conducted by Sacramento State University’s Institute for Social Research fine tunes the data by stating that 47 percent believe that now is the right time to buy and 16 percent believe that between now and six months will be the best time to buy. Additional, less than comforting information, is that 58 percent said that they have concerns that their income will be insufficient to cover their expenses.

Outskirt communities of San Diego County such as Oceanside, Escondido, Valley Center and Ramona are experiencing a burst of new activity as buyers and investors take advantage of significantly lowered home prices. Brian Crisp, a San Diego broker has stated in the North County Times that investors are pouncing on deals in high numbers. “Mostly investors will look to fix up a home and sell it for a profit. But some homes are so deeply discounted that investors can rent them for a profit” says Crisp. “My business had doubled just in this month. And I’m seeing some cash-flow potential with a lot of deals lately,” he said.

Oceanside Realtor, Kurt Kinsey recently listed a home in Oceanside for almost 40 percent below it’s 2005 sales price. Kinsey was flooded with 31 offers from interested buyers. “I’ve done this for 21 years and even in a hot market, I think the most I had was nine (offers),” he said. “I think we might have turned the corner as far as falling prices.” Kinsey continues by saying that not all deals are snatched up by investors. Of the 31 offers on the home listed at $340,000, all but one were from buyers actually intending to live in the home.

The National Association of Realtors Pending Home Sales Index which measures pending sales contracts and is a barometer of future home sales activity saw a rise of 2.1 percent in the west region for the month of February.

This region, which includes California was expected to drop by .7 percent according to economists and analysts.

A survey of Chico real estate brokers indicate a flurry of calls and inquiries about listings particularly in the sub-median price ranges. These brokers tell me that they are seeing an emergence of not only investors but owner-occupant buyers as well. One southeast Chico neighborhood home, recently listed for $199,900, was deluged with eight offers. In my own office, Sandi Bauman’s two college area duplexes received two competing offers within hours of the sign going up. As we now experience new activity in the sub-median and median prices it won’t be long until the price ranges above these levels also gain sales activity as once-be sellers become buyers seeking to replace their modest homes with more suitable environments for their growing families.

With interest rates continuing to hold in the mid to high fives, this in a fantastic time to buy real estate in Chico, CA!

Which Chico Realtor Should You Hire to Sell Your Home?

So life takes another turn and now it’s time to get down to the business of selling your Chico home. You’ve been told that you should interview three or more Chico Realtors to determine who is most suitable to accompany you on your journey. Your agent needs to be honest, knowledgeable, experienced, successful and above all, your advocate when dealing with a buyer.

Your deductive reasoning tells you that you want to interview one agent who has worked with someone you trust. Another inner voice tells you to call the largest company in town and get their top producer. Maybe a third option is that nice Mr. X down the street who waves every morning.

Now here come the Chico Realtors with their smiling faces, newly pressed business suits and freshly washed luxury cars. Oh gosh, they all seem so nice!

Realtor number one is impressive. He has really done his homework and presents you with all the competitive sales and listings in your neighborhood.. Although complimentary of your home, he spends the time to make you aware of some of your home’s weak points and areas that you could improve to get a maximum price for your home.

Realtor number two crosses the threshold in a blaze of glory. You are instantly made aware that she has been salesperson of the month for an infinite period of time and that no one knows real estate like she does. Your home will fit nicely into her stable of homes and it really reminds her of the house she just closed down the street. She rushes off to ninety more appointments that day and presses her glossy real estate card with all the discount offers on the back into your now trembling hand.

Softly a knock on the door is heard and upon opening you find Chico Realtor number three (and neighbor) enveloped in a warm and almost ethereal glow. Number three is not holding any competitive sales or listings, no fancy folders with glossy pictures of happy buyers and sellers, nothing at all. Just all smiles and warmth. Number three strongly disagrees with the market analysis of the first two. He knows this neighborhood. He lives here. Your home is better than everybody else’s. He can get you a lot more than the others. So now you are really excited! Realtor number three is soooooo nice, and he’s going to get you a lot more for your home, right?

Wrong!

Unfortunately, many sellers often choose the Chico Realtor or listing agent who suggests the highest list price, which is the worst mistake a seller can make.

In a market such as ours, the only opinion of value that matters is the buyer who makes an offer. Todays buyers know the market. They’ve researched the neighborhood and know what has sold and what hasn’t. Money is tight and they’re not about to part with theirs capriciously. They also know that if you don’t take their offer, some other motivated Seller will. Pricing a home is not an exact science but with proper knowledge of recent sales and competitive inventory these educated findings will put you close to the actual market value.

But now you’re caught in the trap. Number three has convinced you that he is the best Realtor for the job. What has just happened is called “he bought your listing”. Your agent makes a practice of preying on a common weakness, you love your home. You really believe that it IS superior to most homes in the neighborhood. I wish it was, but it isn’t. Your friendly Realtor will be calling you in the next 15-30 days complaining about poor market conditions and rising interest rates. He will beg you to lower the price.

Unfortunately, you will find yourself spending a lot more than the average market time to sell your “shopworn” home. More often than not you’ll get significantly less than the price you would have if you had priced it right the first time. Do you drive all over town looking for the highest priced meats and vegetables of the same quality? Real estate is not a whole lot different and the prudent Seller accepts this fact.

Chico CA Real Estate Market: Out of the Darkness

Chico, statewide and national real estate news can deny that our Federal legislators are taking huge strides to contain the faltering real estate market conditions. Once again last week, our government stepped forward in an effort to help American homebuyers understand the complex and confusing terms of real estate mortgages, thereby enabling these homebuyers to more effectively shop for the most important investment of their lives.

Department of Housing and Urban Development (HUD) Secretary, Alphonso Jackson has announced a proposal that will reform the 30 year old Real Estate Settlement Procedures Act (RESPA), thereby improving disclosure of loan terms and closing costs borrowers pay when buying or refinancing their homes. The primary target is the standardizing of Good Faith Estimates provided by mortgage lenders. These estimates give consumers comprehensive costs associated with loan acquisition. By standardizing these estimates, borrowers can more easily shop and compare mortgages offered by a number of lenders. HUD’s economic analysis finds that by offering consumers clearer, more certain cost estimates, the average borrower will save nearly $700.

“A lot of the mortgage problems we see today are directly related to the fact that few people fully understand this process,” said Jackson.
“Buying a home can be very intimidating. Consumers have had no assurance that the loan terms and closing costs they are offered will reflect what they confront at the settlement table, and that’s been one of the factors driving the current housing downturn. Our proposal fixes that. We owe it to the American homebuyer to give them the information they need to make smart choices.”

Brian Montgomery, HUD’s Assistant Secretary for Housing, added, “It’s not right that millions of consumers go to the settlement table without fully understanding the mountain of paperwork they’re asked to sign and, on top of that, expected to pay thousands of dollars in closing costs for services they’ve never heard of.”

“This new Good Faith Estimate will give families the tools they need to understand what they’re getting into before they sign on the dotted line.”

The proposed rule changes to RESPA, effectuates President Bush’s promise last August to replace existing mortgage rules with new ones that offer more clarity and prevent mortgage difficulties experienced in the past. Key elements of the newly proposed Good Faith Estimate include the interest rate and monthly payment and whether or not the interest rate can increase and by how much. Prepayment penalties and balloon payment (early payoff requirements) will also be disclosed.

The proposed Good Faith Estimate would categorize closing costs, prevent “junk fees” and prominently display total estimated settlement charges enabling the consumer to easily compare loan offers. HUD’s new regulations would specify and limit what charges can be modified up until the time of closing. In addition to Good Faith Estimate changes, HUD would also change and standarize estimated and final closing statements so that borrowers can more easily compare these closing statements to the Good Faith Estimate.

The RESPA changes to Good Faith Estimates cover a number of key costs important to a borrower and in strict consumer tests found the new regulations to be effective 90 percent of the time. As an additional benefit, the newly proposed rules will assist real estate professionals and escrow officers and assistants to better understand Good Faith Estimates and closings statements when asked to explain concerns by the customers they work with. Closing costs have always been an enigma to most buyers, but this new legislation offer new light on a dark and perplexing real estate issue.
