Last week I mentioned that, for the first time in months, residential homes available in the Chico area actually appeared to increase as well as the number of residential units sold.
As we are starting to see signs of stabilization in many California communities a long lost friend of the real estate industry is making a reappearance. I’m talking about the real estate investor. As prices hit record highs at the mid point of the decade, investors all but vanished from the scene. The primary reason appeared to be that as prices soared, the possibility of “cash flow” on investment properties evaporated. With residential and residential income (non-owner occupied) properties at record highs, investors saw little opportunity to “capitalize” or see a desirable return on their cash investments into these properties. With dramatic decreases in property values across the state and nation, investors are starting to emerge and with this reappearance, further strengthening and stabilization of the real estate market is calculable.
Right here in our little corner of the world, the Chico Multiple Listing Service (MLS) “solds” (closed escrows) and five “pendings” While fifteen sales in April might might not seem earthshaking it really is a dramatic increase from January when Chico MLS reported six “solds” and no “pendings” for that month. The numbers are even up significantly from March which reported “solds” at five and “pendings” at two reported last month ten residential income (properties placed in escrow but not closed).
Chico CA real estate statistical reporting is certainly micro-economics, but across the state and nation were beginning to see the same trends. S.F. Gate, a part of the San Francisco Chronicle news reported last week a story about Dan Shiner, a Mill Valley real estate investor examined a dozen different Sonoma County residential income properties and purchased two. “This duplex sold for $599,000 two years ago and now it’s listed for $414,900. That’s why people like me are coming out of the woodwork.” Shiner, who works in financing, shied away from real estate in his area because of inflated prices but now feels drawn back into the market because of many available “bargains”. These type of bargains in our area and the competition to purchase investment homes with “cash flow” is steadily growing.

The Chico Real Estate Market is Changing!
Although a steady decline of local home prices over the last several months has been reported there’s a change of direction in last months statistics. For the first time in months the median and average home price in the Chico area is in the black.
The Chico area’s median price was up at $272,500 from March at $267,000. Median price refers to the exact middle point of all the homes sold in that month or given period. The average price in April was up at $340,881 from $311,232 in March. Average price is defined as combining the sales prices of all the sales for a given period and dividing by the number of unit sales for that period.
In addition to this good news, the number of residential Chico area units sold was up significantly at 80 in April in contrast to March sales at 45. Of course many would say that this increase of number of sales is due to the traditional increase caused by seasonal changes, and they would be right. The overall increase in sales of residential units has little to do with the median and average home prices.
So, are we on the road to recovery? A little early to tell, but many economists and analysts are indicating trends in that direction. Michael Feder, CEO of Radar Logic, Inc., a reputable company known for statistical reporting of national and regional sales data and trends, recently stated on Bloomberg.com that several national metropolitan areas not only showed signs of stabilization, but actual significant price increases in recent months. New York’s borough of Manhattan, Houston, Dallas, Virginia Beach, Seattle, Charlotte, Salt Lake City, Austin and Buffalo all have reported gains in recent months. Even our local neighbor, San Francisco, demand exceeded supply and median and average sales prices posted increases.
When taken into perspective, all the sensationally negative news is really only taking into account recent year over year sales data, which is indeed somewhat depressing, especially to folks who purchased during the housing boom of 2004 to 2006.
In ancient times when I began my real estate career, my mentor first told me that real estate is a long term investment and that I should be certain that my customers understood this basic principle. Along the line we forgot this concept and rushed to buy real estate at inflated prices in order to make a quick buck or just get in while the getting was good.
Prices have come down the last year, but when looked at over a five year perspective, homes nationally have appreciated at 4.7 percent annually.
Even neighbor Sacramento/Roseville, one of the hardest hit areas in the country, experienced a 1.5 percent increase in home prices over the last five years. In fact, of all the national Metropolitan Statistical Areas (MSA’s), only Detroit, Cleveland and Denver reported decreases in homes sales prices when calculated over the last five years. Michael Feder expressed optimism without forecasting by saying that home prices should improve based on Financial Services Committee Chairman, Barney Frank’s commitment to reopen the mortgage credit conduit.
In Chico, we are seeing a re-emergence of FHA mortgage loans thus enabling credit worthy buyers in our area to purchase with less that the standard twenty percent down payment.
And a reminder, with over fifty million mortgaged homes in this nation, less than two percent are in peril of foreclosure at this time. It is certainly apparent that these foreclosure sales when calculated in the the homes sales data and indexes are really what are influencing current market prices. Equally apparent is the Federal governments determination to come to the assistance of these desperate homeowners with a variety of programs to stem off the flow.
There’s no doubt that nationally, statewide and locally here in Chico CA, real estate investments have been rendered a strong blow, but the wound is healing.

This post is dedicated to providing information on making Chico a little “greener” by giving information on eco-friendly products, services and practices available to all of us.
Are you in a quandary about what material to use to replace existing countertops or install in a newly built home? The variety of products for counter tops is a virtual smorgasbord of surfaces ranging from rich choices in granite and marble to concrete to a wide variety of tile and slate. How about broken glass for an option? Yes, it’s true, recycled glass counter tops are available in a host of visual choices from subdued to ultra flashy. Want to check it out? Granite Transformations right here in south Chico has a wide variety of recycled glass products. Local owner, Don Thomas also reminded me that their business covers existing counter tops with their products, thereby eliminating the need to remove and deposit the old counter tops into the county landfill.
Ever hear of “phantom loads”? If you have, good for you. I hadn’t and here’s the lowdown: By way of example, most of us have a cell phone charger that we only use at night. We leave the docking station plugged in and ready to use. By doing so, we are leaking small amounts of electricity out into our environment at no benefit to us. If you had a dripping sink you would get out the wrenches and fix the leak, right? Most of us are wasting more electricity of components in our homes such as the TV, VCR, DVD player, stereo and other devices that utilize a remote to turn them on and off. These components use power in the standby mode so that they can be turned on by our remotes. I don’t know about you, but I spend a lot more energy searching for my remote that is usually under the couch then I would walking up to the TV and turning it on manually. With all the multiple components an average American household has these days, you’re probably resistant to the idea of turning them all on or off. Why not put them all on a power strip, preferably one without the light which also wastes electricity, and then you can turn all of your entertainment needs on in the push of one button. That big transformer you’re using to charge you’re laptop is sucking up the juice when not in use. How many clocks does a household really need? And why do you need one on your coffeemaker when you make the coffee manually? I’m sure many are wondering how much electricity are we really wasting with all this all this nonsense. A recent ad from PG&E announced that if all Californians eliminated their phantom loads, it would be the equivalent of taking 8.5 million cars off the road.

Regardless of anyone’s political contentment or not, it’s undeniable that the Federal government is concerned about the housing and mortgage credit crisis. Two new bills have been introduced into legislation by the House Financial Services Committee directed at dealing with the increase in foreclosures and promoting the growth of single family home ownership for lower income families in dire need of housing.
The first bill introduced last month is H.R. 5830, the FHA Housing and Retention Act. This measure essentially grants money and more authority to the Federal Housing Administration (FHA) to assist borrowers at risk of losing their homes through foreclosure and provide affordable mortgages. The bill also requires the Federal Reserve Board to conduct a study on the necessity of an auction or bulk refinancing mechanism.
The second bill is H.R. 5815, the Neighborhood Stabilization Act of 2008 introduced by Subcommittee on Housing and Community Opportunity Chairwoman, Maxine Waters. This measure stipulates guidelines that when met will provide loans and grants to states and cities to confront the regional and local Chico foreclosure epidemic.
The new FHA Housing and Retention Act is a $300 billion measure the establishes a voluntary program authorizing FHA to provide new guarantees to borrowers who are at risk of defaulting on existing homes loans. The authorization would only be available in instances where the amount recovered from the foreclosure would be below the outstanding principal of the loan. In these cases, the existing lender would be offered a “short payment”, an amount less than the principal balance of the loan but certainly more that the lender would be expected to glean from foreclosing and then reselling the property. A new affordable mortgage would be offered to the borrower at approximately 90 percent of the homes current appraised market value. The program includes a “soft” second mortgage owed by the borrower to cover FHA’s closing costs. An additional provision of the bill states that the borrower, upon sale of the property, would pay an “exit” fee amounting to 0-3 percent of the profit on the home depending upon the time period the borrower owned the home.
The Neighborhood Stabilization Act of 2008, creates a $15 billion U.S. Department of Housing and Urban Development (HUD) loan and grant program. The intended purpose of the program is to provide funds for loans and grants for the purchase and rehabilitation of vacated foreclosure homes, thereby stabilizing neighborhoods. The measure divides the funds equally into $7.5 billion for loans and the other $7.5 billion for grants. Each state would be allocated these funds based on their percentage of foreclosures over the last four quarters and then adjusted to take into account the State’s median home price. It’s certainly predictable that California with it’s high rate of foreclosures and equally high median home price to be a large recipient of these funds. In this instance, California will have ultimate authority to direct and delegate the use of these funds to localities. Unfortunately, these funds are to be directed to the more highly populated cities in the state, so many of our north state cities are not likely to see these funds coming our way.
Seems a bit unfair that our north state tax dollars will be going into a program to assist beleaguered homeowners in other parts of the state while subsequently denying at risk borrowers in Chico, doesn’t it?
I’m sure a few Congressmen are going to get letters over this issue. Well, that’s Democracy at it’s finest!
